SBB or not

I was reading through the bee survey report for TVBA and saw this:

"Examining the five year average of SBB use, loss level of those using SBB on all or some of their colonies had a 41% loss level whereas those not using SBB had loss rate of 36% (a 5 percentage point positive survival gain for those using SBB versus those not using them). They are very minor in improving overwinter survival."

Am I reading this wrong or is it misstated?  I feel like the quoted data is saying there is a benefit to NOT using SBB.  I think it's saying those using SBB suffered a 41% loss while those not using SBB suffered 36% loss.

If I'm reading it correctly shouldn't it say that "a 5 percentage point positive survival gain for those NOT using SBB versus those using them"?

The survey has a lot of really interesting information.
